An overview of the circular maturity level of the Italian fashion industry

The Case for a Circular Fashion Industry

One of the Enel X missions is to facilitate the transition toward a circular economy. The fashion industry is one of Italy’s most strategic economic sectors and among those with the most significant negative impact on the environment. Therefore it needs to become a key driver of the circular economy if we want a more sustainable future. Enel X will contribute to this effort with its Circular Economy Report and by providing cross-sectoral KPIs to produce a Monitor on Circular Fashion along with its partners. The Enel X methodology is cross-sectoral in that it measures how a company applies circular economy principles all along its value chain; it is also specific, because it looks at how a company applies those principles in terms of energy management and consumption at a specific site — for example, a textile factory. The idea is to promote a sustainable value chain for zero-impact fashion products and meet the demands of increasingly environmentally conscious consumers.

In its first year, the project will seek to involve a representative cross-section of Italy’s fashion industry along its entire value chain. It will present a report on best practices and gaps, and propose models and methods for integrating circular practices into the business cycle. The long-term objective is to strengthen Italy’s role in the world in terms of best practices in circular fashion, and to export the project to other countries.


Training, brainstorming and methodological sessions on circular fashion business models will take place at SDA Bocconi, which will also conduct a survey to identify industry-specific KPIs and carry out in-depth one-on-one interviews. Enel X will compile a Circular Economy Report with corporate and site energy circular energy assessments; conduct one-to-one sessions to pinpoint the main gaps; and create a tailored roadmap of solutions to increase circularity levels. SDA Bocconi and Enel X will launch a pilot project with teamwork, guidelines and technical support along the supply chain to apply circular principles to design a circular product. SDA Bocconi will come up with a Circular Fashion Manifesto with a commitment to the UNECE pledge on Traceability for Sustainable Garment and Footwear.

The Monitor for Circular Fashion will employ a robust methodology developed by the project partners: inter-sectorial KPIs to be furnished by Enel X and fashion sector-specific KPIs to be compiled by SDA Bocconi. The KPIs will measure how the company applies circular economy principles along its value chain in terms of specific circular business models; and how the company applies circular economy principles in energy management and consumption at a specific site. Companies will be asked to provide information and data by completing ad hoc questionnaires and in-depth interviews. The collected data will be aggregated in the final report to identify sector macro-trends, and analyzed to spot any circularity gaps and pinpoint key areas for improvement.


Based on the obtained results and the identified gaps, the Monitor for Circular Fashion will provide actions and ideas to improve the circularity performance of the sector by identifying innovative solutions that are applicable along the value chain. It will also identify best practices for circular business models and value chain activities. The Monitor will be presented on September 21, during Milan Fashion Week.

Companies will take part in brainstorming sessions and will receive an SDA Bocconi research report as well as an individual Enel X Circular Economy Report, with both corporate and site-specific energy analyses. The Circular Economy Report will pinpoint areas for improvement, provide a roadmap to circularity and decarbonization, and enhance corporate communication strategies. Companies will feature in the first edition of the Monitor for Circular Fashion, and will get the chance to take part in the first Circular Product Challenge.
